Hairmedico holds Turkey's Sağlık Turizmi Yetki Belgesi — the Ministry of Health authorisation required, on top of the standard clinic operating licence, to legally treat patients travelling to Turkey from abroad. Reviewed by Dr. Arslan Musbeh.
Since 2017, Turkey has regulated medical tourism through a dedicated Health Tourism framework, jointly overseen by the Ministry of Health and the Ministry of Culture and Tourism. A clinic cannot legally market its services to, or treat, patients travelling from abroad without holding a Sağlık Turizmi Yetki Belgesi (International Health Tourism Authorization Certificate) — issued only after the facility, its medical staff licensing, and its patient-safety procedures are inspected and approved.
This is a separate, additional authorisation on top of the standard clinic operating licence every medical facility in Turkey must hold. Hairmedico holds both — the general Ministry of Health accreditation that covers day-to-day clinical operation, and this specific health-tourism authorisation that covers treating international patients.
Hairmedico's clinical team at work in Levent, Istanbul. Authorisation under the health tourism regulation is granted only after the facility, its staff licensing and its procedures are inspected — not self-declared.
Why This Matters for International Patients
01
Legal Standing
Only clinics holding this certificate may legally advertise hair transplant surgery to patients outside Turkey. A clinic operating without it has no legal standing to market itself as a health-tourism provider.
02
Verified Facility Standards
Authorisation is granted only after inspection of the facility, sterilisation procedures, and staff medical licensing — a layer of government oversight specific to clinics treating foreign patients.
03
Formal Recourse
Treatment under an authorised health-tourism provider gives international patients a recognised, government-registered channel for complaints or disputes — something an unauthorised clinic cannot offer.

How to verify any clinic in Turkey: Ask directly whether the clinic holds a Sağlık Turizmi Yetki Belgesi, and ask to see it — a legitimate clinic will show it without hesitation. This is one of the checks covered in our full clinic-safety verification guide →

Frequently asked questions
Answered by Dr. Arslan Musbeh.
What is a Sağlık Turizmi Yetki Belgesi?
It is Turkey's official International Health Tourism Authorization Certificate, issued by the T.C. Sağlık Bakanlığı (Ministry of Health). It legally authorises a clinic to market its services to, and treat, patients travelling to Turkey from abroad — a separate requirement from the clinic's general operating licence.
Is a health tourism certificate the same as Ministry of Health accreditation?
No — they cover different things. The general Ministry of Health accreditation licenses the clinic to operate. The health tourism certificate is an additional, specific authorisation required to legally serve international patients. Hairmedico holds both.
How can I verify a clinic's health tourism authorisation myself?
Ask the clinic directly to see the certificate — a legitimate, authorised clinic will show it without hesitation. See our full clinic verification guide for the complete checklist international patients should use.
After researching countless clinics, I specifically didn't want a "hair mill." Dr. Arslan is hands-on throughout the entire process. I came from Australia and the experience was seamless.
Dr. Arslan was present throughout the surgery and personally performed the majority of key procedures. His professionalism and dedication made all the difference.
I already see good hair growth after only 17 weeks. The professionalism of the team and facilities was excellent.
Dr. Arslan was incredibly professional — he explained all procedures clearly. The clinic was spotless and the staff were super friendly.
From first contact, communication was prompt, transparent and efficient. My expectations were surpassed by the services and attention I received.
After 5 years of research I chose Hairmedico. Even on a basic package, Dr. Arslan performed the critical incision phase himself.
